Can a C Corp deduct Investment Advisory Fees on securities investments held by the C corp after TCJA? Would the fees  qualify as ordinary and necessary business expense for the corporation?

As this is not a 2% itemized deduction as on a personal return.

Yes, a C corporation can deduct the investment advisor fees.

Remember, the TCJA did not eliminate the deduction for investment advisor fees specifically. Rather, it eliminated all 2% miscellaneous itemized deductions, which means that only investment advisor fees paid by an individual taxpayer that would be deductible on schedule A as 2% miscellaneous itemized deductions are disallowed. All other investment advisor fees, such as those paid by a C corporation, are still allowable the same as they were before the TCJA.
